Setting: In the world of Legend of Korra, there are benders and non-benders. Non-benders are what one would consider 'normal.' They have no special powers, much like you or I. Benders, however, are special. With one exception, they have the ability to control one of the four elements: earth, fire, air, or water. This power is just like it sounds. A water bender would be able to control water, with skills ranging from controlling, or bending, your average puddle, to being able to bend the very water in our blood.
Each type of bending has several more progressively difficult subclasses of benders. Every earth bender will be able to bend the ground beneath their feet, but a select few would be able to see through the earth, or bend metal. All water benders will be able to bend the base form of water, including making water turn into ice, but only a few can heal, and even fewer can bloodbend (which is illegal). And the same with fire benders and fire, with only a few being able to lightning bend.
The one exception to this rule is that of the Avatar, who has the ability to master all four elements. The Avatar is an essential part of the world, responsible for maintaining 'balance' between all the elements, and the benders and non benders, as well as a liaison between the living world and the spirit world. There can only be one Avatar at a time, and there will not be a new one until the previous one dies and is reincarnated. The reincarnation process follows a pattern as well. If the avatar is born to the Fire Nation, when he dies, he'll be born to the Air Nomads, and when he dies, will be born to one of the Water Tribes, and finally to the Earth Kingdom, rinse and repeat.
For a long time, the benders lived in segregated kingdoms. The Fire Nation was named for its penchant for firebenders, and is an industrial nation. Up until recently, it was the most technologically advanced nation. The Earth Kingdom is a more traditional kingdom, and the closest rival to the Fire Nation, especially considering the 100 years war. The Water Tribes live at the North and South poles, and are adapted to frigid weather and a simple lifestyle.
The Air Nomads were all but destroyed in the 100 years war, started by the Fire Nation, and are only just reviving.
The 100 years war was started by the Fire Nation, out of a belief that their culture was superior to all the others, and that they deserved to lead the nations for their own good. Thus, the Fire Nation has former colonies all over the Earth Kingdom (they were their main combatants, after all), and there's a greater intermingling of the elements.
The 100 years war was ended by Avatar Aang, after he defeated Fire Lord Ozai. In an effort to create as little strife as possible, Avatar Aang, the new Fire Lord Zuko, and the Earth Kingdom King agreed to take the former colonies and establish the new United Republic of Nations, with its capitol being Republic City.
With the war over, the world of Avatar was finally able to make huge technological leaps from the previous years. There's the proliferation of electricity, motor cars (satomobilies), radios, and buildings begin to turn into skyscrapers. But due to the huge influx of change and growth, there's also an increase in imbalance of wealth, as well as lingering prejudices from the 100 years war. (Blame any tragedy on a firebender, and no one bats an eye.)
It's not all bad changes though. There is a greater intermingling of the different bending types than at any point in history. Pro-bending as a sport, a combination of earth wrestling from the Earth Kingdom, and agni kai from the Fire Nation, is huge, and involves two teams with a water bender, a fire bender, and an earth bender each. It's also less uncommon for a family to have mixed benders-- Mako and his brother Bolin come from one of those families, Mako being a firebender and Bolin being an earthbender.
However, the imbalance of power and wealth, as well as the constant turf wars between Republic City's large gangs, fan the flames of discontent. It allows for a man named Amon to create an anarcho-communist movement known as the Equalists, dedicated to ridding the world of bending, period.
With all this, you have thecommunist revolution and the overthrow of the czar of Russia powderkeg that creates the crux of the of the conflict in Book 1.
Mako’s parents were killed by a fire bender when he was 8, leaving him responsible for both himself and his brother, Bolin. He got by on various odds and ends, including being a number runner for the Triads, one of the gangs of Republic City. He insists nothing he did was illegal, at the very least. But raising his brother on the streets was still hard on him, and as such Mako has very tight control over his emotions.
He and his brother were picked up off the streets and offered the chance to compete in pro-bending, and a place to live in the attic of the pro-bending arena and have since made a name for themselves as the pro-bending team the “Fire Ferrets.” It’s during one of their pro-bending matches that they meet Korra, the latest avatar. And when their water bender quits the team, Korra joins over Mako’s objections. The three eventually make it to the pro-bending tournament.
They make it with the help provided by Hiroshi Sato, founder of Future Industries and creator of the Satomobile, whose daughter Asami (who Mako met because she ran him over with her Avatarverse version of a moped!) convinces him to lend them the money they need to pay for the tournament pot. Despite his complicated feelings for Korra, Mako begins dating Asami.
They lose in the pro-bending tournament, which is then attacked by the Equalists, a group of non-benders fighting against the oppression of benders. Asami’s father is also revealed to be an Equalist supporter, and his sponsorship had been a cover, and so Mako, Bolin, and Asami move to Air Temple Island with Korra, and found their own task force for stopping the Equalists.
Personality: Mako is a teenager. It's worth throwing that out there, because it's obvious that he doesn't consider himself a teenager. He derisively refers to his peers as kids more than once, as though he has any leg to stand on over them. But, part of why he doesn't consider himself a teenager is because he's been the breadwinner for himself and his brother since a firebender killed his parents when he was eight. (See what I said about blaming a firebender for any tragedy?) He's been focused on survival since that day.
Mako is serious compared to his brother's goofiness, and he prefers to be the one in charge of decisions for what their little family does. He doesn't really take most of Bolin's suggestions seriously, even when they might be helpful. Bolin has no problem wearing his heart and emotions on his sleeve, while Mako is much more guarded, and very rarely does he lose control of his emotions.
He's distant and cold to others when he first meets others, because he really doesn't care much about how much of a first impression he makes. Sure, he can smile and wink for the camera when necessary, but that really isn't his default mode when making friends. In fact, Mako tends to focus on cold calculations most of the time. It's evident in his trademark 'cool under fire' fighting style, and he's brought it up once with his brother when musing aloud about whether he should go for Korra versus Asami as a girlfriend.
His cold calculations ALSO tend to forget to factor his own feelings into the equation, however. Once he gets close to someone, he will defend and go out of his way for them, as he did with Korra once he got to know her, and Asami, when defending her father from the accusations of being an Equalist. However, he acts completely clueless about the difference in his behavior towards Korra after the first time her life is seriously in danger. When Asami presses him, instead of thinking about what she's saying, he prefers to put the conversation off for another day, because frankly he's bad at feelings.
But heaven help you if you mess with one of his people. The few times that he does lose his temper, are usually focused on either being confused about how love works, or because someone he cares about is threatened.
So, even though Mako considers himself the head of the household, he's still a teenager, prone to ridiculousness himself. His entire introduction to Asami was him getting hit with a motorbike, and then forgetting to be completely mad at her while she sweet talked him into a date. And even as a teenager, he's still prone to petty fighting, occasionally with Bolin, and definitely with Asami while they were on the rocks. And he still is attached to his scarf, his last memento of his father, and has been shown to use it sort of as a security blanket when he was nervous.
While he is cold and guarded, he still had to watch his parents be brutally murdered when he was only a kid, and did take on the full responsibility for taking care of his brother. His childhood is more than reasonably stunted.
And, as a final word, Mako has the capability to make absolutely terrible puns. "Looks like you had some car trouble" indeed. Of all the suave things to say.
As for his reaction to being in Tu Vishan, Mako would approach it cautiously on the outside. Inside, he'd be torn between annoyed and apprehensive, and somewhat curious and in awe over the fact that... well, he's living in a city on a turtle. The annoyance and apprehension would be over being taken, against his will, to a city he doesn't know, and not remembering if something had actually happened. He'd be worried over if he were dead or not, even if it wouldn't be his primary concern. And if he were, what would happen to his brother. He doesn't take Bolin seriously when it comes to Bolin taking care of himself. So even though time is frozen, there will always be a 'what-if' factor that plays in the back of his mind.
Appearance:

Abilities: Mako is a fire bender, and a talented pro-bender. His probending style is similar to that of a boxer's, he keeps his arms in close to his sides, fists defensive of his face, and focuses on short, concentrated jabs at his opponents. He also can firebend without explicitly making firebending motions, aka the breath of fire ability. He and has brother tag team an officer with their respective abilities once.
He is also able to lightning bend, as well as redirect lightning. He shows the capability while one of the mecha tanks is shocking him, and he redirects the shock towards the mecha, frying its systems and knocking out the Equalist inside of it.
Mako is also the only person to show the strength of mind to defeat Amon's bloodbending long enough to shock him. It's only temporary, and he gets caught again later, but his cool under fire style does have some other advantages.
Besides that, Mako is extremely flexible and athletic-- he shows now problem lifting his brother over his shoulder, though his brother is definitely larger than him. And he's definitely had to pull some crazy moves to dodge some of the attacks thrown at him in pro-bending.
ALSO, he's crazy good at driving a motorcycle at least.
Inventory: Mako would not have anything on his person except the clothes on his back, and his father's scarf.

One minute, he was back in Republic City, and the next, he was on the back of a large turtle, and there was a city built there. Something this fantastical was not really his expertise. And even so, walking around the city, it didn't seem that radically different from what he knew. The different sectors weren't much different from Republic City's different boroughs.
Yes, there wasn't a borough that was like the Fire Sector in Republic City, but the concept was something he could relate to. Though, he was kind of glad he wasn't in that sector. The Wood Sector was a lot more nature-y than he was used to, but the room they gave him was comfortable enough, and it didn't seem that overly exciting, which he could appreciate at this point.
And he didn't have to worry about Korra, Bolin, or Asami, if this place was really not part of the same time as his home. Still... He shook his head and sighed. "Should've grabbed some lunch before I left..." he muttered to himself, before glancing around. Wonder what the grub was like in Tu Vishan?
It'd be fantastic if they had something spicy. But he'd accept dumplings as well, at this point. No questions asked. Besides, looking around for places to eat doubled as trying to find work, right? That was the weirdest part, though. How mundane it was to find work.
Network: [when the console clicks on, it doesn't look like the guy messing with it really expected it to. He was pressing buttons, finding out what the options where. his experience with cameras is also very, very limited. He presses the button again, and it switches off and to text.]
